Sports officiating requires the integration of laws, visual signals, rapid decision-making, movement, positioning, and game management. However, novice university officials often receive fragmented, rule-heavy preparation with limited opportunities for realistic practice, creating a gap between theoretical knowledge and effective performance under pressure. REF-TOUCH™ was developed as a structured, simulation-led pedagogical system that connects knowledge to real officiating action. The four-week programme comprised eight standardised 90-minute sessions integrating dynamic warm-up and agility, interactive theory briefing, skill execution drills, scenario-based simulation, small-sided game officiating, and reflective debrief and feedback. Its effectiveness was evaluated using a one-group quasi-experimental design involving 32 university students aged 20–24 years. Assessments were conducted at pre-test, post-test, and Week 8 follow-up using five validated assessment tools measuring law knowledge, signal identification, decision-making, movement agility, and small-sided-game performance. Results showed significant improvements across all five competencies from pre-test to post-test (p < .001), with effect sizes ranging from η² = .34–.48. The largest immediate gain was recorded in small-sided-game performance (+20.1 points). At Week 8, law knowledge demonstrated high retention, while signal identification, decision-making, movement agility, and small-sided-game performance showed varying levels of decline. These findings indicate that different competency domains require different reinforcement schedules. REF-TOUCH™ is distinguished by its multi-domain, simulation-led, retention-aware, and replicable approach, integrating cognition, perception, movement, and game management within one coherent training system. Overall, the innovation provides a structured, measurable, and evidence-based pathway for developing novice referees, with potential for wider adoption by universities, teacher education institutes, sport bodies, and school sport units in diverse educational and sporting contexts.
